Mike Boulay
CAM: Please see revised Map -13.
CAM: Please see revised pages 2.05 -20, 21 and 31.
-7- August 19, 2011
5) There appears to be an inconsistency as to what sediment control
structures will be constructed alongside the railroad spur line. The Map
21 plan view appears to show berms in place but the cross - section B -B'
shows that ditches will be next to the railroad track. However, on Map 16
and Figure 13 (Map 13 ?), there appear to be ditches on both sides for
only part of the spur line. Please explain or revise the maps so that there
is consistency among these maps.
CAM: Union Pacific Standards for construction require a minimum of a 2 foot
ditch from the top of subballast when in cut. A typical section for the railspur
embankment is two feet of ballast underlain by a minimum of one foot of
subballast. West of Reed Wash, ditches from CW -4 to the bridge needed to be
redesigned and cut down 2' more. Ditches have been redesigned, and revised
ditches are shown on Maps 16 & 21.
East of Reed Wash ditches 1 -a, 1 -b, 1 -c, 2 -a and 2 -d were also redesigned and
cut down 2' more feet. The peak flows were evaluated for the designed ditches
East of Reed Wash, and the most significant change in a peak flow was +0.02
cfs, which was deemed negligible, and therefore, SedCad sheets included in
Exhibit 9 were not revised.
From station 0 +00 to station 20 +00, the railspur is in fill, and therefore no ditches
are required, but berms are required to capture and direct runoff from
undisturbed flow to silt fences. At the location of B -B' on Maps -21 & 16, the
railspur is in cut and therefore a ditch is required. The railspur goes in and out of
cut from approximately station 20 +00 to the bridge. However, ditches have been
designed for the entire length from 20 +00 to the bridge as a way to get the water
to the various silt fences in order to protect the hydrologic properties of the
wetland type vegetation. For clarity, lines and arrows have been added to more
correctly delineate where the ditches are located. Berms will be used for a
portion of the railspur from station 20 +00 to the bridge beginning at the
downstream end of the ditches, and continuing parallel to the track, for a distance
long enough for a berm height of 2.5 feet to tie back into original ground.
6) Please add more detail to the discussion of pond reclamation in Section
2.05.3(4)(a)(ii)(D) and, as was done for the topic of road reclamation,
please add a reference in Section 2.05.4(2)(c) on page 2.05 -30 that a
general discussion of the reclamation of the sediment ponds is
presented in Section 2.05.3(4)(a)(ii)(D).
