Mike Boulay <br />-4- August 19, 2011 <br />Facilities, two topsoil stock piles are east of Reed Wash. It is unclear in the text <br />and on the maps, how equipment will access the area west of Reed Wash to <br />transport the salvaged topsoil to the stock piles. Please include a plan in the <br />permit showing access to the area on the west side of Reed Wash for construction <br />equipment and topsoil salvage operations. <br />CAM - The large topsoil pile on the east side of Reed Wash has been broken up into <br />two smaller piles. Topsoil pile #1 will remain on the east side of Reed Wash and <br />will have a capacity of 4,480 CY which is the amount of topsoil that will be <br />salvaged east of Reed Wash. Topsoil pile #2 is topsoil that will be salvaged and <br />replaced to the construction material borrow area. Topsoil pile #3 is located west <br />of Reed Wash and will have a capacity of 3,890 CY which it the amount of topsoil <br />that will be salvage west of Reed Wash. <br />Due to relocating part of the topsoil pile to the West Side of Reed Wash, the <br />coverfill pile was moved to the west, and a small material storage area was <br />created east of the coverfill pile and south of topsoil pile #1. See revised <br />changes on Maps -13, 16, 21. In addition, peak flows for ditches and culverts for <br />pond #1 changed slightly and were revised. Please see revised Appendix 9 <br />pages EXH 9 -3 to 9 -20. Due to relocating the topsoil pile, the disturbed area <br />boundary has changed. Please see revised Maps -04, 06, 11, 19 and Page 2.03- <br />8. <br />Division Response: It is still unclear how construction equipment will access the <br />parcel west of Reed Wash. The main railroad line borders the permit boundary <br />to the north (with no obvious crossing on the maps), the east side is Reed Wash <br />and to the west and south is private land. There is a railroad crossing northwest <br />of the permit area that could provide the necessary access but it is on private <br />property. Please provide a plan in the application showing how <br />construction equipment will access the west side of Reed Wash. <br />CAM - See discussion under light use roads on pages 2.05 -16 and 17.
