Compliance With Mine Plan NA -Support Facilities Not On-site <br /> R -Other NA - Special Categories Of Mining <br /> NA -Processing Waste R -Topsoil <br /> COMMENTS <br /> This was a partial inspection conducted by Janet Binns of Colorado Division of Reclamation and Safety. The <br /> Division had been on the mine site conducting vegetation sampling earlier in the week(August 1-3). On July 23, <br /> 2011,the landowner,Dr. Corley requested that the Division meet with him on site. OSM representatives <br /> Elizabeth Shaeffer, and Dianne Osborne were assisting the Division with vegetation sampling, as well as <br /> collecting Remote Sensing data. Dr. Corley asked if an OSM inspector could accompany the inspection as well. <br /> Dr. Corley did not request the inspection to be conducted as a Federal Inspection. Also in attendance during the <br /> inspection with the landowner were Carin Corley, and Jack Robeda. Mr.Robeda is the ranch manager for Dr. <br /> Corley. Mr.,Robeda stated that he has not run cattle on Chen's Hill, East Pit or West Pit reclamation in the past <br /> two years. <br /> The mine area has been extremely dry this summer. Heavy afternoon thunderstorms had occurred in the region <br /> August 2& 3rd. Mr. Robeda measured 0.5"on 8/1 and 0.1"on 8/2. His measurement was collected a little ways <br /> down valley from the mine site. <br /> The GEC mine is a revoked surface mine. Portions of the mine were reclaimed by GEC Mining, and other <br /> portions of the mine were reclaimed by the DRMS-Abandoned Mine Lands Program. The permit was revoked in <br /> 1987. Reclamation was conducted by the Division in 1993 and 1994. All reclamation bond monies have been <br /> exhausted on reclamation projects on the mine site. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; ; Impoundments 4.05.6,4.05.9 <br /> - The inspection started at the main access gate on Fremont County Road No. 92. The pond located adjacent to the <br /> gate was visited. This is the only remaining pond on the property that the GEC site drains to.The pond is <br /> completely full of sediment. The riser pipe is obscured by sediment. Runoff flows across the sediment and exits <br /> at the emergency spillway. Rip rap in the emergency spillway has been pushed out of place. There was no <br /> apparent evidence of undercutting of the riprap in the emergency spillway channel.
