August 10, 2011 <br />Colorado Division of Reclamation, Mining and Safety <br />Attention: Michael Cunningham <br />1313 Sherman Street, Room 215 <br />Denver, Co 80203 <br />RE: Response to Comments, Technical Revision 3, Permit # M- 1978 -210 <br />Dear Mr. Cunningham, <br />Enclosed please find the response to your comments dated August 10, 2011. <br />Comment 1: The Applicant has indicated clay borrow material will be imported from offsite and <br />used to backfill the slurry trench. Construction Materials Rule 3.1.5(9) states that if an Operator <br />intends to backfill inert structural fill generated outside of the approved permit area, it is the <br />Operator's responsibility to provide the Office notice of any proposed backfill activity not <br />identified in the approved Reclamation Plan. In accordance with Rule 3.1.5(9), the Operator shall <br />submit signed affidavit certifying that the material is clean and inert. <br />Response 1: Weld County's affirmation of clean and inert materials is attached. <br />Comment 2: The Site Plan Map shows a water line will bisect the slurry wall at two points. <br />Please describe the techniques which will be used to prevent groundwater seepage around the <br />water line. In addition, please provide the Division with a typical design drawing showing the <br />crossing of the water line. <br />Response 2: The City of Greeley's water line will be crossed twice during the construction of the <br />slurry wall. The City of Greeley requires that their water line be encased using a 30" split steel <br />pipe. The split steel pipe will extend 10 feet beyond both sides of the slurry wall. Once the water <br />line is encased within the steel pipe, the steel pipe will be welded back together. The ends of the <br />steel pipe will be sealed using watertight gaskets that will prevent the migration of groundwater <br />through the slurry wall. The water line crossings will be thoroughly examined for leakage during <br />Division of Water Resources required leak test.
