The explanation given as to why the cover data appeared to be collected sequentially in the pre - <br />disturbance area and sequentially /selectively in the reference area to meet sample adequacy <br />does not justify why the collection method changed midway through sampling. The Division <br />maintains its position that data collection needs to be performed consistently, either <br />systematically or randomly, for the entire data collection. However, the solution to change the <br />appearance of inconsistent data collection is to re- sample the pre- disturbance area and the <br />Division does not believe this is practical or necessary. Therefore, the Division accepts the <br />baseline vegetation data in its present form, but suggests that during future vegetation data <br />collection a single method be predetermined before collection begins and the method be <br />followed throughout the entire data collection process.
