DIVISION OF RECLAMATION, MINING AND SAFETY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203
Phone: (303) 866 -3567
FAX: (303) 832 -8106
Date: August 9, 2011
To: Mike Boulay //
From: Brock Bowles J3
RE: Fruita Loadout (Permit No. C- 2010 -088)
New Permit Application Preliminary Adequacy Review
I have finished my review of CAM - Colorado LLC's responses, dated July 18, 2011. The following is
the status of my remaining questions and comments as well as one additional comment, #74a. If you
have any questions, please contact me.
Rule 2.04.9 Soils Resource Information
21. Item Resolved.
22. Item Resolved.
23. Item Resolved.
24. The results of soil samples TLO -5 and TLO -6 indicate that the topsoil once believed to be
`suitable' around TLO -1 is actually `unsuitable' due to high EC and SAR values. Therefore,
the soils northwest of Reed Wash are not `more suitable' as a plant growth medium than the
rest of the soils at the Fruita Loadout site. The soils in this area should be salvaged and stored
in the same manner as the rest of the Billings loam to silty clay loam topsoils as described in
Exhibit 7. Item Resolved.
24a. At this time, the borrow area has been removed from the permit. Therefore, this comment
about the borrow pit soil sample TLO -4 is not applicable. Item Resolved.
24b. It is unclear how construction equipment will access the parcel west of Reed Wash. The main
railroad line borders the permit boundary to the north (with no obvious crossing on the maps),
the east side is Reed Wash and to the west and south is private land. There is a railroad
crossing northwest of the permit area that could provide the necessary access but it is on private
Office of Office of
Denver • Grand Junction • Durango Active and Inactive Mines
Mined Land Reclamation
STATE OF COLORADO
COLORADO
D I V I S I O N O F
RECLAMATION
MINING
— &—
SAFETY
John W.
