The Board also reviews mining and land reclamation problems in <br />Colorado, develops standards for land reclamation plans, conserves the state's <br />natural resources, aids in the protection of wildlife and aquatic resources, and <br />protects and promotes the health, safety, and welfare of the people of Colorado. <br />§§ 34- 32- 102(1) and 106 C.R.S. (2010). The General Assembly has vested the <br />Board with "jurisdiction <br />delegate authority to the <br />site for compliance purpo <br />and authority over all persons and property" necessary <br />to enforce the Act. § 34 -32- 105(4), C.R.S. (2010). <br />B. Division of Reclamation, Mining and Safety <br />The Division of Reclamation, Mining, and Safety ( "Division ") is an <br />administrative agency within the Department of Natural Resources. The <br />Division has the full power and authority to carry out and administer the <br />provisions of the Act. § 34 -32- 105(4), C.R.S. (2010). In addition, the Board may <br />Division as necessary to efficiently carry out and <br />administer the Act. § 34 -32- 107(2), C.R.S. (2010). <br />To accomplish its extensive duties and responsibilities under the Act, the <br />Division employs a broad range of experts in such fields as geotechnical <br />engineering, geochemistry, geology, hydrology, soil science, wildlife, range <br />science and civil engineering.
