Emergency Response and Management Plan
Rule 8
4. Emergency Response and Access:
Based on the Emergency Response Level determination, transportation of injured personnel may
be conducted by any of the following means:
i. Helicopter extraction; or
ii. Ground transportation to County road to meet emergency response vehicles.
5. Response to Underground Emergency:
In the event of an underground emergency, the following procedures shall be followed:
1) In the event of an underground mine fire or other emergency, the compressed air
and the ventilation system will have a stench (the odor of rotten garlic) injected
into them. The stench release is located at the main portal. Locate the nearest
mine phone and call in the emergency and the release of stench if necessary.
2) If you are present or nearby when a fire occurs, you may attempt to put the fire
out with a fire extinguisher if safe to do so (clear air only). If the machine you are
operating is on fire, engage the fire suppression system immediately if it has one.
NEVER FIGHT AN EXPLOSIVES FIRE. Call in the emergency on the nearest
mine phone and evacuate the mine. DO NOT ATTEMPT TO FIGHT FIRE
WHILE WEARING SELF - RESCUER.
3) When you smell stench, all mobile equipment will be shut down and parked
without blocking a main access drift. Unless you are within sight of the portal,
DO NOT DRIVE YOUR MACHINE OUT OF THE MINE. You may cause
more congestion and cause rescue procedures to become more difficult.
Following your training, if you see or smell smoke underground, don your self -
rescuer.
4) All underground personnel will walk to the nearest designated refuge chamber or
assembly area. If possible, exit the mine. Do not attempt to look for others.
5) Upon reaching a designated refuge chamber or assembly area (surface), listen to
the mine phone to determine if this is a test or an actual emergency. If no one is
talking, page the surface office to find out if an emergency exists. In the event of
an emergency, follow given instructions.
6) All personnel must sign in on the stench log sheet. Supervisors must account for
all their personnel and notify the Site Manager immediately. The Mine Foreman
must report to the Site Manager and first responding emergency units as to
personnel accountability, location, and injuries, if any.
Wildcat Mining Corporation
May Day Idaho Mine Complex — 112d Permit Application
Revised August 2011
Rule 8
