Jim Kiger, Environmental <br />Manager for Oxbow Mining, LLC (OMLLC) was not present for the inspection. The weather condition was <br />sunny and warm with afternoon thunderstorms. The ground conditions were dry. Brock Bowles is the newly <br />assigned inspector for this mine site and will be taking over the inspection responsibilities. <br />AIR RESOURCE PROTECTION: Rule 4.17 <br />Railcars were being loaded and coal haul trucks were unloading during the inspection. The coal sorting/crusher <br />machine was also in operation. A moderate amount of coal was stockpiled at the facilities. There were no signs of <br />any fugitive dust onsite or offsite. <br />AVAILABILITY OF RECORDS: <br />The required records were located at the Terror Creek Loadout office. See the attached list of records reviewed. <br />HYDROLOGIC BALANCE: Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5; Sedimentation <br />Ponds 4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits <br />Culvert CMP #2 (substation access) has a large rock in it and large sediment deposits that need to be removed <br />(photo 1). The hay bales surrounding the drop inlet of SAE -1 east of the load out facility need replacing. The <br />remaining ditches and culverts were functioning as designed. <br />
