• <br />• <br />Water Quality Monitoring Plan Climax Molybdenum Company <br />Version: R1 Permit No, M- 1977 -493 <br />Internal monitoring sites have been established as an additional protective measure to detect <br />potential changes in water quality above both Clinton and Eagle Park Reservoirs. As discussed <br />in Section 3, these sites will include the following locations: <br />• At least one new groundwater monitoring well (EVMW -2) will be constructed between <br />the north abutment of 1 Dam and Eagle Park Reservoir (Figure 3); <br />• Spring and seep sampling in the area above Eagle Park Reservoir as identified on <br />Figure 3; <br />• A surface water sampling site in Clinton Creek, above Clinton Reservoir (Figure 5); and <br />• A surface water sampling site in the East Interceptor ditch above Clinton Reservoir <br />(Figure 5). <br />52.2 Monitoring Schedule <br />Internal monitoring sites upgradient of Eagle Park and Clinton Reservoirs will be monitored <br />initially to establish baseline conditions but also at a frequency to detect potential seasonal <br />variation in water quality. The new internal monitoring sites will be established during the 2011 <br />field season so that subsequent sample collection can occur at least several times before snow <br />conditions restrict further site access. Monitoring and data analysis for internal sites will be <br />performed four times per year, weather and access conditions permitting (typically June, <br />August, October and December). <br />5.2.3 Data Analysis <br />After the baseline data have been collected and quality assurance /quality control (QA/QC) <br />completed, in accordance with the procedures outlined in Section 6, Climax will calculate the <br />mean and standard deviation for each parameter at each sampling location. These statistical <br />parameters will be used in subsequent statistical evaluations of the data. Following the baseline <br />period, Climax will review the monitoring results from internal sites to determine whether the <br />most recent sampling results are consistent with the baseline data, or if the results might be <br />considered to contain one or more outliers. If Climax determines that the recent sampling <br />results may not be consistent, they may elect to collect an additional sample for inclusion in the <br />dataset to be used for trend analyses. If a statistically significant trend of water - quality <br />degradation is present, Climax will promptly notify the DRMS and the relevant reservoir <br />company. The following sections detail the procedures that will be followed to evaluate the <br />data. <br />5.2.3.1 Visual and Statistical Trend Evaluation <br />Climax will routinely evaluate water quality trends, and report findings in the Annual <br />Reclamation Report, a copy of which will be made available to the reservoir companies. <br />Evaluation of trends can be complicated by seasonal changes in precipitation and recharge, and <br />by delayed response to events. It is expected that water quality in the reservoirs will respond <br />quickly to changes in the quantity and /or quality of runoff water, and respond slowly to changes <br />in the quantity and /or quality of groundwater. Before long -term changes can be identified, short - <br />term changes (such as seasonal effects) need to be recognized and considered. <br />EPP — Appendix C <br />August, 2011 19 <br />
