The stream drawdown of 40% of the volume dictated by the US Forest Service's Inland Native Fish <br />Strategy does not apply to this region. Water remains scarce within the project area and any available <br />water is needed for stock watering, wildlife, fisheries and may be encumbered by existing water rights. <br />Consequently, water should be trucked into each of the five exploration sites. Water used to fill the <br />trucks should not be from waters on BLM lands. Previous operators have obtained water for exploration <br />activities from local landowners and ranchers. However, if this is not possible, and water from BLM <br />streams is used (subject to state water laws), the following guidelines need to be incorporated: <br />Operating Guidelines (from National Marine and Fisheries Service Southwest Region. Water <br />Drafting Specifications MFS, 2001) <br />• Pumping rate shall not exceed 350 gallons per minute. <br />• The pumping rate shall not exceed ten percent of the stream flow. <br />• Seek streams and pools where water is deep and flowing, as opposed to streams with low flow and <br />small isolated pools. <br />• Pumping shall be terminated when the tank is full. The effect of single pumping operations, or <br />multiple pumping operations at the same location, shall not result in obvious draw -down of either <br />upstream or downstream pools. <br />• Each pumping operation shall use a fish screen. The screen face should be oriented parallel to flow <br />for best screening performance. The screen shall be designed and used such that it can be submerged <br />with at least one - screen - height - clearance above and below the screen. <br />• The screen shall be cleaned as often as necessary to prevent approach velocity from exceeding 0.33 <br />feet per second. Operators should withdraw the screen and clean it after each use, or as necessary to <br />keep screen face free of debris. Pumping should stop for screen cleaning when approximately fifteen <br />percent or more of the screen area is occluded by debris. A suitable brush shall be on board the truck <br />for this cleaning operation. If the operator notes (a) impingement of any juvenile fish on the screen <br />face or (b) entrainment of any fish through the screen mesh, he /she should stop operations and notify <br />the Bureau of Land Management. <br />• Operators shall keep a log on the truck containing the following information: Operator's Name, <br />Date, Time, Pump Rate, Filling Time, Screen Cleaned (Y or N), Screen Condition and Comments. <br />• These guidelines should be included as instructions in a logbook with serially numbered pages. This <br />assures each truck operator easy access to this information. <br />• §3809.313 (c) Consult with BLM about the location of existing access routes. BLM's preferred access <br />route to reach Drill Site #1 is from the south end of BLM Road 3085, which can be accessed <br />approximately 5 miles south on County Road 27 past the intersection of County Road 27 and BLM <br />Road 3045 originally identified on your submitted map. This access change is to prevent excessive <br />damage from the heavy equipment to the steep, eroding portion that comes up the drainage from Road <br />Beaver Creek. <br />Until a complete Notice is filed with this office, BLM is unable to determine that your proposed operations will <br />not result in unnecessary or undue degradation as defined under 43 CFR 3809.5. In addition, we are unable to <br />make a determination as to the amount of the required financial guarantee. <br />Please submit the required information at your earliest convenience.
