July 27,2011 C-1981-038Bowie No. 1 Mine JJD <br /> The reclaimed West Ridge waste pile at the East Mine was stable.The vegetative cover was good, with no <br /> indications of erosional gullying.The runoff collection system was in place.However,the upland diversion ditch <br /> does not appear to have sufficient elevation drop across the reclaimed slope.The operator is working with a <br /> contractor to recut the ditch in August.The old waste pile,also at the East Mine,had a good vegetative cover and <br /> showed no signs of instability. <br /> ROADS—Rule 4.03❑❑Construction 4.03.1(3)/4.03.2(3)❑❑Drainage 4.03.1(4)/4.03.2(4)❑❑Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5)and(6)11❑Reclamation 4.03.1(7)/4.03.2(7): <br /> The dirt road up through the reclaimed East Mine was in good condition.The operator is working with a <br /> contractor to cut a road cross ditch on the west side of the reclaimed portal bench area.The work will be done in <br /> August.The entrance road at the partially reclaimed highway coal stockpile area was passable, although a rill <br /> down one side of the road has formed.The dirt road leading to the well field area was wet in one spot but was <br /> passable.The road leading up to the West Mine area was dry and passable. <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> The backfilled, graded and revegetated slopes of the reclaimed West Mine continue to show stability.No <br /> indications of slope instability were noted.The backfilled and graded slopes of the East Mine are holding up well. <br /> REVEGETATION—Rule 4.15❑[]Vegetative Cover; Timing: <br /> The reseeding of the upper slopes at the East Mine has not taken place yet. The operator needs to spray the <br /> weeds and dimple the surface of some of the disturbed areas so that the land will retain more moisture.The <br /> operator is working with a contractor to do this work in August.The revegetation cover at the West Mine <br /> continues to vary from moderate to good. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> There were no problems with the pump house at the well field.The chain link fence and gate at the East <br /> Mine entrance was secure.The unit train loadout was not inspected. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> Mine identification signs were up at the East Mine entrance,West Mine and partially reclaimed highway <br /> coal stockpile area entrance.Mine id signs were also up along Steven's Gulch road.The mine id sign was up at the <br /> well field entrance but was facing in the wrong direction. <br /> Surface disturbance markers were up around the disturbed areas.Two subsidence warning signs were up along <br /> Steven's Gulch road just east of the well field. <br /> SEALING OF DRILLED HOLES AND UNDERGROUND OPENINGS—Rule 4.07 <br /> RECLAMATION PLAN COMPLIANCE—Rule 4.13 <br /> DOCUMENTS RECEIVED-NONE <br /> Number of Partial Inspection this Fiscal Year: 1 <br /> Number of Complete Inspections this Fiscal Year: 0 <br /> Page 3 of 4 <br />
