July 21, 2011 C- 1981 - 035 /King Coal Mine MLT <br />musk thistle plants were observed on and near Topsoil Stockpile 92 at King 11 and near the <br />topsoil stockpile above the King I refuse pile. Due to the season, these plants were nearly <br />mature, with flowers fully formed. Mr. Jarvis stated that weed control efforts in that area <br />were not yet complete, but that the plants would be uprooted and the seed heads collected to <br />prevent dispersion of additional seeds. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />• Areas disturbed for installation of the new water supply line through the King II permit area <br />were reseeded, and the grasses are thriving. Western wheatgrass and bromes were <br />approaching three feet in height (Photo 2). <br />• At King I, vegetation on the outslope of the refuse pile is dominated by yellow sweet clover. <br />SUPPORT FACILITIES - Rule 4.04: <br />• Demolition of facilities continues at King I. The transformer has been removed from the site, <br />and it appears that additional work has been accomplished in gutting the metal building <br />located on the bench east of the portal area. <br />• Installation of the water supply line is nearing completion at King IL A trench was visible at <br />the upper bench, where the connection will be made from the supply line to site infrastructure <br />(Photo 3). <br />TOPSOIL, — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br />4.06.4: <br />• Topsoil Stockpile 92 at King II is smoothly graded, and surrounded with a protective berm to <br />prevent loss of the resource. <br />• Vegetation on the pile appears to be succeeding (Photo 4). Flax is present in abundance; it <br />appears that the King I reclamation seed mix was used to provide temporary seeding for this <br />stockpile, as flax is not included in the King II seed mixes. In addition to species found in <br />the King I seed mix, the presence of a grain was also noted. The Division's subsequent <br />review of the seed certifications provided for the 2010 annual reclamation report reveals that <br />in addition to those species listed in the permit, Barley may also have been provided by the <br />supplier. <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 0 Page 3 of 6 <br />
