Skies were clear and temperatures were in the upper 80's. <br />Upon my arrival at the King 11 permit area, I checked in at the truck scale office. Mr. Jim Jarvis <br />represented the operator for the King 11 portion of the inspection. <br />AIR RESOURCE PROTECTION — Rule 4.17: <br />• The haul road surface at King 11 was wet, and appeared to have been freshly watered for dust <br />control. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />+ Coal Mine Waste from the King II operation continues to be hauled to King I and dumped in <br />the facilities and portal area (Photo 1). <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• At King I, the East and West sedimentation ponds were both dry. <br />• The sedimentation pond at King 11 was also dry. <br />• Collection ditches and clean water diversion ditches at King II were inspected and found to <br />be in good repair. <br />GENERAL MINE PLAN COMPLANCE: <br />• It was evident that the operator continues to maintain an active and effective weed control <br />program. Throughout the King 11 site, we observed skeletons of various weeds that had been <br />sprayed this season, including Canada thistle, mullein, and Musk thistle.
