kire <br />Eric Scott, PG, DRMS <br />Wagner /Kauffman Pit #3 <br />Technical Revision (TR) Request <br />July 21, 2011 <br />Page 2 of 2 <br />DCS Project 10-020 <br />The entire east reservoir liner was designed, as well as observed and compaction - <br />tested, under the direction of a Colorado Registered Professional Engineer (PE), <br />however, with full documentation and records. <br />2. The west reservoir is currently shown as an unlined groundwater reservoir with the <br />approved site Reclamation Plan. The reservoir liner is a change to the planned, <br />approved reclamation, and therefore will require a change to the Permit. <br />Eric, from our meeting discussion, we understand that the west reservoir liner change can be <br />addressed with a Technical Revision (TR) since it will not affect permit layout, timing, <br />revegetation, nor increase material export haul from the site. Accordingly, please find <br />enclosed a copy of a new, proposed Exhibit F — Reclamation Plan, intended to revise <br />Permit M- 1999 -069 held by Jake Kauffman & Son, Inc. <br />We understand that through the TR review process, we will work with you and the DRMS <br />team to evaluate the Permit reclamation bond, as it relates to current site reclamation status, <br />east reservoir liner acceptance, and the proposed west reservoir reclamation change. <br />As always, thank you for all of your help and attention to the Kauffmans' Permits. We look <br />forward to working with you on this TR application.
