July 21, 2011 <br />Mr. Eric Scott, PG <br />Environmental Protection Specialist <br />Colorado Division of Reclamation, Mining and Safety (DRMS) <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />RE: DRMS Permit M -4999 -069, Wagner /Kauffman Pit #3 <br />Technical Revision (TR) Req_uest <br />Eric: <br />7 <br />RECEIV <br />25X O11 <br />,../.. of Reclamation, <br />Mining and Safety <br />Thank you for meeting with Frank and Mary Kauffman, as well as myself and Todd Williams, <br />at your office on May 24 this Spring regarding this Permit. It was helpful for us to review the <br />reclamation status and progress at this site, as well as to discuss upcoming plans and <br />requirements with you and Tony Waldron. <br />At the meeting, we reviewed reclamation progress on the Boyd Lake Avenue embankment, <br />the Kauffman east reservoir liner, and revegetation at the east end of the site. We also talked <br />about the Kauffmans' plans for lining the west reservoir, which is currently being mined out <br />as the final phase of the mining operation. <br />More specifically, we noted the following particulars: <br />• the Boyd Lake Avenue roadway embankment construction for and by the City of <br />Loveland was sufficiently completed to completely enclose the east reservoir; <br />• the reservoir liner construction is complete on the east reservoir; <br />• the east property revegetation is within one additional year of final planting, and two <br />years of complete grow -in ready for final release; and <br />• reservoir liner construction is ready to begin on the west reservoir. <br />Through the course of the meeting, we discussed some of the more notable aspects of these <br />developments: <br />1. Most significantly, the east reservoir liner construction is now entirely complete, and <br />no groundwater infiltration nor dewatering has been required for the month of July. <br />The Kauffmans still have significant claystone bedrock excavation work remaining, to <br />deepen the floor of the reservoir.
