Skies were overcast when the inspection started and it rained hard for nearly one hour
during the inspection.
HYDROLOGIC BALANCE -Rule 4.05
❑Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,
4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring
4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18:
Post mining drainage channel PM8 is just east of the CSU shrubplot. Heavy intense rains during the past
week have caused considerable erosion in parts of the channel. Starting approximately 2/3 of the way down from
the top of the shrub plot to just beyond where the channel heads west, there was deep cutting in the channel
displacing much of the rip rap and matting that had been installed. The water broke out of the channel on the east
side, however all flow stayed within the disturbed area and there is little damage to the area where the water
flowed. See attached photos. A small berm adjacent to the fence near the eastern disturbance boundary contained
all the flow; no off site flow was observed. The PM8 channel was also breached at about the point where the
channel starts heading west. This breach will also need to be repaired but the area beneath the breach should
recover without additional work. Near the top of the PM-8 channel,Mr. James said he had observed additional
erosion. Seneca has plans to repair this channel in the near future. Jason Musick will re-inspect the channel prior
to making a decision on the bond release application SL5.
A breach in the contour ditch just below the shrub plot was observed and pointed out to Mr. James. The breach
will need to be repaired so that the flow is contained in the ditch.
RECLAMATION SUCCESS -Rule 4.15,Rule 3:
Number of Partial Inspection this Fiscal Year: 1
Number of Complete Inspections this Fiscal Year: 0
Page 2 of 4
