This response <br />addresses the Division's request. <br />Rule 2.05 - Operations and Reclamation Plan : <br />Colowyo Coal Company has informed the Division that significant changes to the mine plan for <br />the Little Collom X pit are anticipated. The Division has reviewed the original (1/23/2009) <br />Operations and Reclamation plan submitted by Colowyo and has questions more general in nature. <br />The Division acknowledges that a revised mine plan will be submitted by CCC during this PR3 <br />review. The Division may then have new adequacy review questions after reviewing the new mine <br />plan that have not been raised herein. <br />1. Please include elevation values on the pre- mining topography map, Map 18B. <br />The response was adequate. Elevations were added to contours on Map 18B and numerous <br />other maps. <br />2. Revised Mine plan Map 28B shows the proposed dimensions of the Little Collum X pit. This <br />map does not show haul roads into or out of Little Collum X pit, nor are any ramps depicted. <br />How will Colowyo access the pit? Please show haul roads and ramps into Little Collum X pit. <br />Haul roads are shown for Callum Lite Pit, but no ramps are shown. Please add placement of <br />Ramp locations Collum Lite Pit. <br />CCC Provided revisions to %lap'_5D. CCC's response is acceptable. <br />3. Rule 2.05.3(2)(a) requires that a detailed narrative and appropriate maps be prepared, <br />describing the land to be affected within the permit area according to the proposed sequence of <br />mining and reclamation. Each narrative and/or map shall include a detailed timetable sufficient <br />to describe the various mining phases proposed. The Collom Mine Plan is illustrated on Map <br />23B; Map 29B shows the proposed Spoil Grading by year. When combined with information <br />found on the Temporary Spoil Pile Design (Map 29C) and the Little Collom Sump design, as <br />illustrated in Exhibit 7 Item 26 Figure 2 (Fig. 2), the overall sequence of activities for the Little <br />Collom X Pit, the Temporary Spoil Pile, and the Sump is not clear. <br />Map 2QB appears to indicate that the X Pit will he entirely backlilled to 1,rade b} )017, <br />However. the temporary spoil pile. which covers the southem portion of the pit. is not <br />scheduled for removal until the end of mining. Fie. 2 shows the Sump superimposed on the X <br />Pit shelf, but does not address the condition that "ould exist if and when the pit is backfilled <br />with spoil and brought to final grade, nor does it show the presence of the tentporarc spoil pile. <br />Map '_QC shows the temporary spoil pile superimposed upon the X Pit shell. but the southern <br />portions of the shell (beneath the pile) are not shown. <br />
