April 17, 2000
Mr. Rex Fletcher
Corps of Engineers
Omaha District
Denver Regulatory Office
9307 S. Platte Canyon Road
Littleton, CO 80128 -69901
Re: CAMAS Colorado, Inc. — F Street Mine Site Wetlands
Section 404 Permit No. 199280589
Dear Mr. Fletcher:
AGGREGATE
INDUSTRIES
This letter is submitted as a written request to amend the wetlands mitigation plan for the above -
referenced site. This amendment proposal is a result of recommendations and conclusions reached during
our recent meeting with you, held April 5, 2000, at your office.
During our meeting, we reviewed the history and status of the project, and it was noted that
approximately 5.6 acres of wetlands have been disturbed to date. While mitigation of this disturbance has
commenced, no mitigation has been completed. CAMAS inherited the existing mitigation plan, and a
portion of the unmitigated disturbance, through an acquisition. As we discussed, the existing plan does
little for providing establishment of quality wetlands throughout the life of the mining project.
The following amendment request provides for the creation of viable, permanent wetlands through a more
practical, albeit longer -term, approach. The end result will increase the total wetlands acreage and
improve wildlife habitat beyond that which was outlined in the original permit requirements. In order for
CAMAS to bring the permit into compliance and to enhance the existing plan, the following items are
submitted for your approval (please refer to the enclosed drawing for "Area" locations):
• Area A (approximately 4.9 acres of wetlands) — This area, located at the eastern edge of the
property, will be constructed immediately. Currently, fines are being placed to groundwater
level. Fines will be sloped at approximately 10:1 for polestrian wetland, 6:1 for emergent
wetland, and 3:1 for deep, open -water shelf. Wetland vegetation will be planted in
springlsummer 2001. Your suggestions for vegetation appropriate to this area would be
appreciated. The anticipated completion date for the Area A wetlands is approximately two (2)
years from present.
• Area B (approximately 8.3 acres of wetlands) — Mining has commenced in the eastern portion of
this area. Construction of wetlands will commence in this area when construction of Area A
wetlands has been completed, i.e. approximately two (2) years from present. Backfilling of fines
to groundwater level and sloping will replicate that noted for Area A.
