a new set of standards were being formulated and were approved in October 2010 by the <br />Mined Land Reclamation Board in PR -06. Because of this overlap in standards and <br />concern for the quality of existing prime farmlands, I have compared the Walsh report to <br />both sets of standards and have the following questions and comments: <br />a. topsoil sample points TS -98 was sampled and has corresponding data included in <br />the report, however, the location of TS -98 is not shown on Exhibit 2010 -6 of the <br />2010 AAR. <br />(TS -98 is located on Exhibit 2010 -6; specifically in Zone 6, below TS -99) <br />b. Table 2- Subsoil Sample Results, July 15, 2010 - The percentage of allowable <br />rock fragments was exceeded in 3 of the 17 sample points (NHSS 240A, NHSS <br />241A, and NHSS 241B) with greater than 35% rock fragments. These three <br />samples also increased the overall average which, therefore exceeded the <br />allowable limit of 25% according to the Soil Suitability Criteria for "Lift B and <br />Single —Lift Soil" outlined in PR -57. This was noted in the Walsh report. With <br />the approval of PR -06, soil suitability criteria was redefined with the <br />implementation of an eight (8) block system to address different soil types and <br />post mining land used. The three sample points which exceeded the rock <br />fragment criteria are located in Zone 7 which is west of 2700 Road and north of <br />BB road. This area is not considered Prime Farmland and no rock fragment <br />criterion was set for this zone. When all the sample points of Table 2 are <br />separated according to the Zones established in PR -6, all the sample points meet <br />the standards listed in Table 2.05.4(2)(d) -1A and B of PR -06. <br />(Noted.) <br />c. The exact position of sample NHSS 226 A & B is not marked on Exhibit 2010 -7, <br />therefore, it cannot be determined if it is in Zone 1 or 2. The standards for Zone <br />1 & 2 are the same making this only point for clarification. <br />(NHSS 226 A & B is located in Zone 2. This should hopefully be made clearer <br />with the addition of 2010- 7(1).) <br />d. The exact Position of samples NHSS 237 A & B is not marked on Exhibit 2010- <br />7. The sample location appears to be in Zone 3 making this only a point of <br />clarification. <br />(NHSS 237 A & B is located in Zone 3. This should hopefully be made clearer <br />with the addition of 2010- 7(1).) <br />
