than Moffat County's two right -of -ways, and the primitive access described above, there are no <br />significant, valuable, and permanent man -made structures contained on the area of the <br />Affected Land and within two hundred feet of the Affected Land. (See Exhibits C -1 and C -4 Page <br />1) <br />Crusher: <br />Moffat County plans to mine limestone in two Zones: Blasting Zone #1 & Blasting Zone #2 <br />(See Exhibit C -4 and Exhibit F). We will not decide which zone to begin operations in until we <br />have finished the exploration plan, and have consulted with potential Blasting contractors. <br />Notice in Exhibit F, we have two potential crusher pads planned, and that we will mine the <br />Blasting Zones "down dip" (from east to west). The Crusher Equipment Inventory is posted on <br />Exhibit C -2 (Page 2). <br />Stockpiles: <br />Moffat County will store stockpiles of Topsoil, Overburden and Construction Materials <br />separately outside of the Blasting Zones, and where necessary, we will store Topsoil, <br />Overburden, and Construction Materials inside of the Blasting Zones on a temporary basis <br />(See Exhibit C -2 (Page 1). <br />Vegetation: <br />The potential native vegetation on the Affected Area is listed in The USDA Soils Survey Unit <br />Descriptions attached (See Exhibit C -3 Pages 1- 7). Box 1094, Craig, CO 81626 (970) 824 -2850. <br />The old dirt road north of the Blasting Zones is a R.O.W. granted to Moffat County in 1920. The <br />dirt road shown on the east and south sides of the Blasting Areas has no R.O.W. papers filed <br />with the Moffat County Clerk and Recorder. In addition, the road is on State Land, but the local <br />State Office cannot find evidence that the road is a Significant, valuable, and permanent man- <br />made structure! Furthermore, The Bureau of Land Management, Little Snake Field Office (455 <br />2 <br />Water Rights: <br />There are no adjudicated water rights on, or within 200 feet of the Affected Area, and according <br />to the Colorado Division of Water Resources, the nearest water right is for a pump site on the <br />Little Snake River in T7N, R98W, Section 10: SW1 /4NW1/4.
