EXHIBIT C — Text <br />(Pre- Mining and Mining Plan Maps) <br />(Limestone Pit No. 10 Reclamation Permit Application) <br />Applicant: Moffat County Board of County Commissioners <br />Purpose: <br />The Cross Mountain Pit (1 mile west of the proposed Limestone Pit) has been mined -out and <br />must be replaced in order to service County Roads 10, 21 South and 21 North. Our experiments <br />indicate that we can meet that objective by using limestone in our road -base materials. <br />Man -Made Structures: <br />The owner of the affected area (and 200 feet outside of the affected area), and owner of the <br />primitive access road shown on Exhibits C -1 and C -2, is The Colorado State Board of Land <br />Commissioners, P.O. Box 1094, Craig, CO 81626. (970) 824 -2850 <br />The owner of County Road No. 10, and the County R.O.W filed in 1920 in Book 27 at page 501 <br />(as shown in Exhibit C -4 Page 1) is Moffat County Board of County Commissioners, 221 W. <br />Victory Way, Craig, CO 81625 (970) 824 -5517 <br />There are no creeks, buildings, oil and gas wells and lines, power and communication lines on <br />the area of Affected Land and within two hundred feet of the boundaries of such area. Other <br />1 <br />Background: <br />Moffat County has been in the gravel mining and crushing activity for decades. We have 1840 <br />miles of County Roads, some of which are primitive with no gravel, and some are paved, but <br />most of them are improved with gravel and drainage facilities. It is a challenge for us to develop <br />gravel pits along our system that are within a reasonable distance to the development and <br />maintenance projects on line. Today, we have 16 gravel pits, 1 sand pit and 1 clay pit permitted <br />with the Division of Reclamation, Mining and Safety. Moffat County's activity is materials <br />storage , more so than mining and crushing . Our individual mining operations are small in <br />comparison to the commercial gravel mines, and the Limestone quarries, in Colorado. <br />Access: <br />The proposed Limestone Pit No. 10 is on an 86.40 acre parcel of land we leased from the State <br />of Colorado. The current access is on a primitive road in the south borrow -pit of County Road <br />#10 at Mile -Post #27.3. (GPS = (N40.55705 Degrees — W108.41935) See Exhibits A, A -1, B, & B -1. <br />
