The DRMS <br />inspector was given 24 hours advance notice to participate in the inspection. Joe Dudash, the assigned <br />inspector for this mine, was able to attend. The site has just recently become accessible due to a late <br />snow melt. The Bowie No. 1 Mine is a pre -SMCRA site that was then permitted under the permanent <br />program. The site is made up of two distinct facilities areas; the East Mine and the West Mine. The <br />operator's representative, Basil Bear, met us at the East Mine for a short amount of time. <br />All facilities have been removed from the East Mine. The only road remaining is the access road that <br />services the entire mine area. Highwall elimination has occurred to the greatest extent possible with the <br />material available after mining ceased. Since mining began at this site prior to the enactment of SMCRA, <br />excavated materials were not salvaged for reclamation activities. A portion of the reclaimed area that <br />was used for the conveyor facilities needs seeding once weather allows. <br />The ditch running along the access road was impacted by a heavy rain event in August 2010. Weather <br />has not allowed this to be fully repaired, but the operator's representative stated that he would begin <br />the repair work on the day of the inspection. [MAINTENANCE: Repairs are needed on the drainage ditch <br />along the access road.] <br />The surface diversion above the refuse pile appears to have little to no contour which may cause <br />standing water which can eventually lead to instability on a reclaimed slope. The pond located at the <br />base of the refuse pile is designed to contain drainage from the refuse pile. The pond has a primary <br />discharge pipe and an emergency discharge pipe; the water level is well below both of these structures. <br />[MAINTENANCE: Re- establish a positive contour on the diversion above the refuse pile.] <br />
