Paul Banks and Associates, LLC
locations) for which they have an access easement with the landowner (Stonewall
Springs Quarry, LLC). These wells previously supplied two pivot irrigation systems on
the property. There are no known off -site wells owned by others located within 600 feet
of the mining limits. Wells in the area are shown on Exhibit C -1. Due to the high
transmissivity of the alluvial aquifer, off -site wells are not expected to be affected by
dewatering at the mine site. A gravel pit located approximately 3 / -mile to the west has
been dewatering continuously for two years with no apparent or known impact to nearby
wells.
Four ground water monitoring wells have been installed on the property to establish
baseline conditions and to monitor the impact of dewatering. The proposed monitoring
well locations are also shown on Exhibit C -1.
Runoff From Disturbed Ground
Storm water runoff will be directed into either the mine pit or a settling pond at the
southern portion of the property. Exhibit C -3 shows the location of the proposed settling
pond. A Stormwater Management Plan (SWMP) has been developed and implemented
for the property, and a discharge permit has been obtained prior to site disturbance, as
required by the Colorado Department of Public Health and Environment (CDPHE).
Dewaterinq Water Discharge
Dewatering water will be transmitted and discharged to the Arkansas River pursuant to
an approved Colorado Discharge Permit System (CDPS) General Permit for Sand and
Gravel Mining and Processing from the Colorado Department of Public Health and
Environment (CDPHE).
The outfall will be designed to minimize erosion, dissipate the velocity of the flow and
spread out the flow so that impacts to the bed, bank and riparian areas of the Arkansas
River are minimized. The outfall structure has a Nationwide Permit from the U.S. Army
Corps of Engineers. The location of the dewatering pipe and outfall are shown on Exhibit
C -3.
Project Water Requirements
The following table summarizes water demand for the proposed operation.
St. Barbara Sand and Gravel Mine 10031
Pete Lien & Sons, Inc. 19 June 15, 2011
