June 28, 2011 C- 1981 - 022 /Elk Creek Mine MPB <br />this steep road and the former road cut now blends nicely with surrounding terrain. The Bear Creek Cutoff is <br />shown in Photo No. 6. <br />The Bear Creek fan site was operational and very well maintained. The former Hubbard Creek fan and substation <br />site was recently demolished and fully reclaimed. Vegetation has not yet become established but this site looks <br />good and was found to be stable and maintained. No erosional or other problems were identified at either of these <br />facility locations. <br />The Sanborn Creek fan site which is now the proposed location for a Vessels Coal Gas Inc. methane gas borehole <br />was inspected. The reclaimed Sanborn Creek portals, the Sanborn Creek fan site, and Substation No. 3 were also <br />inspected. These lower elevation areas are sparsely vegetated but remain stable and well maintained with no <br />erosion occurring. <br />No problems were noted at any of the facility locations during this complete inspection. <br />SIGNS AND MARKERS — Rule 4.02: <br />The mine ID sign was in place at the main entrance at the train loadout. Topsoil Pile signs are properly displayed <br />at all topsoil piles that were inspected. Permit boundary markers are in place as required. Surface disturbance <br />boundary markers consisting of white PVC pipe sleeves over steel posts were noted along the Elk Creek drainage <br />and above the Elk Creek methane drainage facility, at the reclaimed Somerset Mine portals, the Hubbard Creek <br />Fansite location, and at the II -West refuse pile. <br />DOCUMENTS RECEIVED <br />None <br />OTHER (SPECIFY) <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 4 of 9 <br />
