June 28, 2011 C- 1981 - 022 /Elk Creek Mine MPB <br />Elk Creek had only a small amount of flow. Both Hubbard Creek and Bear Creek appeared to have high higher <br />flows than normal for this time of year. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />Both the II West and West Valley Fill refuse disposal areas were inspected and no problems or areas of concern <br />were identified. Numerous loads of development waste have been dumped at the active level of the II West Coal <br />Refuse facility in preparation for compaction (see attached Photograph No. 2). OMLLC is continuing with work <br />to extend the under drain further upslope to expand the refuse pile at the II West Facility within the permitted <br />refuse disposal area. Both the II West and West Valley Fill refuse disposal sites have well vegetated lower out <br />slopes and are stable with no signs of erosion. The lower out slopes of the II West refuse pile is shown in attached <br />Photo No. 3. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The Elk Creek Haul and Access Roads, Bear Creek and Hubbard Creek Access Roads were inspected. All areas <br />of the mine site were accessible. Road surfaces were dry and well graded. Road ditches and road culverts along <br />the main haul /access roads are well maintained. Several sumps are in place along the Elk Creek haul road ditches <br />for runoff and sediment control. These are functioning properly and maintained. Cut slopes along these drainages <br />were stable and no slides or other damage was noted along any of the haul /access roads. The road along Bear <br />Creek drainage up to the GVB sites is not paved and rough but passable. All other roads throughout the permit <br />area were in good condition. <br />SUPPORT FACILITIES - Rule 4.04: <br />Active gob vent borehole (GVB) sites GVB-LW 15- 02,0IA, and 0 I were inspected above the Bear Creek <br />drainage. These are located along a steep canyon road. There are three methane drainage wells installed at this <br />drill site. These are active wells with oil -water separators installed at the surface to remove condensation. As <br />noted in previous inspections, the drill pad itself is wide and flat but the fill side of the road is steep and <br />susceptible to erosion. As seen in the attached Photo No. 4, this site is stable but there is very little vegetative <br />growth on the out slope. Erosion control netting and straw wattles have been installed on the fill slope. The site <br />was broadcast seeded when the erosion control practices were implemented, but additional broadcast seeding may <br />be warranted at this location. Several other light use drill roads and drill pads are visible from this vantage point. <br />Also visible from this site are fully reclaimed drill pads (see attached Photo No. 5). <br />Further up the Bear Creek Access we inspected a recently reclaimed light use drill road identified as the Bear <br />Creek Cutoff that provided access to numerous GVB locations.
