We envision dust monitoring at specific collection points in the operation so it will be possible to <br />establish the net export and import dust in all directions together with cross flow ambient levels cross <br />checked at each position. Should dust monitoring prove to be not within ranges as established by the <br />State of Colorado , additional steps will be taken such as increased wetting of material that is being <br />removed while strip mining which will be further dampened by water. Material will be dampened as it is <br />being conveyed to the double deck screen. This is a wet screen and from that point on all material will <br />be in slurry. <br />It will also be possible to establish the extent of the dust actually produced by the mine by comparing an <br />import on one side of the mine with the export on the other side. The difference will establish the <br />degree of mine contribution to the total fall -out of the dust. <br />Jubilee Venture will follow the parameters as established in 40 CFR Part 63 Subpart 000. The air quality <br />permit was filed with the State of Colorado on May 4, 2010, and we will abide by their terms and <br />conditions once the permit is issued. <br />1. Dampen all access roads daily <br />2. Dampen all haul roads daily <br />3. Dampen mine site pad daily <br />4. Establish dust collection points <br />5. Dampen all material to be removed to the processing plant <br />6. Further dampen material as it proceeds up the conveyor <br />7. Material is wetted as it proceeds through the double deck screen (all in a slurry from that <br />point on to the finish of the process) <br />8. Contract with Air Tech Environmental Services to provide data to the State of Colorado <br />9. Proceed and implement changes required by the State to reduce any excess dust particles <br />10. Review and audit all compliance and maintenance of all systems to ensure standards within <br />the industry are being met <br />11. Training of all personnel to ensure the highest level of compliance <br />12. Verify that all mobile and stationary equipment are within air quality standards <br />13. All equipment to be service on a regular maintenance schedule changing filters and other <br />items that will reduce air pollutants <br />14. No fires or burning of any type will be allowed at the mine site <br />
