General Mine Plan Review <br />PERMIT #: M- 2005 -050 <br />INSPECTOR'S INITIALS: GRM <br />INSPECTION DATE: June 28, 2011 <br />The history of this site is complicated even though it is relatively new. Rim Rock originally permitted the site, <br />and then sold it to Blue Rock Energy. Blue Rock subsequently went out of business and turned the mine back <br />over to Rim Rock. During that time frame Blue Rock began development of the mine and changed the location <br />of the main portal from the upper bench to the lower bench. The change in location created some logistical <br />issues for waste rock haulage and drift stability. For these reasons Rim Rock has abandoned the first portal <br />and is establishing one close to the one they originally proposed. While the inspector has no issue with the <br />location or reasoning for the move, the portal location must be addressed within the Mine Plan as a Technical <br />Revision (TR). Therefore, the inspector is noting the relocation of the portal as a problem with corrective <br />actions and a correction date at the end of this report. The inspector cautions the operator that any changes <br />on site to the approved plans must be approved prior to initiation. Changes done without Division review and <br />approval might lead to enforcement actions and additional costs that can and should be avoided. <br />The old portal is being decommissioned. Much of the supports have been pulled. The plan is to backfill the <br />portal this summer and eventually the waste pile will cover the entire area which is acceptable. <br />The waste rock piles are being reconfigured which should be addressed within the required TR. While it <br />appears that none of the changes affect the overall EPP the plan will need to be reviewed to ensure it is still <br />effective. <br />The inspector noted a couple of 5 gallon oil buckets and anti - freeze containers sitting on the ground. These <br />containers need to be kept in a secured area with secondary containment to prevent spills and soil <br />contamination. The containers need to be placed in a stock tank or in the storage trailer out of traffic. This is <br />a house keeping issue at this time and therefore is not being written up as a problem. If the unsecured <br />containers are observed again the inspector may change it to a problem with a correction date and require a <br />formal plan for compliance. <br />Reclamation Plan Review <br />The inspector observed two topsoil stockpiles on the upper bench. Both are currently being established <br />therefore no stabilization measures are necessary in the short term. However, this fall the stockpiles need to <br />be protected from erosion. The inspector recommends using the approved seed mix to establish a vegetative <br />cover. <br />There are some noxious weeds in the vicinity. The operator is being vigilant and pro- active spraying any such <br />weeds. The inspector noted dead and dying Canadian or bull thistle within the permit boundaries. <br />Due to the phase of mining no other reclamation issues are noted. <br />Conclusion <br />With the exception of addressing the relocation of the main portal, the site is complying with the approved <br />EPP, Mine, and Reclamation Plans. A bond update is due for the site. Since a TR is required as a corrective <br />action the Division will review and update the reclamation liability as part of that process. <br />Page 3 of 4 <br />
