Technical Revisions: <br />Technical Revision 67 was received on 31 August 2009, deemed complete on 2 September 2009 <br />and approved on 22 September 2009. The revision proposed the addition of four degas holes, <br />one return shaft and a light -use road to RDH -3. <br />Technical Revision 68 was received on 16 February 2011, deemed complete on 25 February <br />2011 and approved on 17 June 2011. The revision proposed the addition of a B -Seam <br />dewatering system. <br />Permit Renewal: <br />Permit Renewal 05 was received on 20 January 2009, deemed complete on 21 January 2009 and <br />approved on 18 June 2009. This was the fifth permit renewal for the Deserado Mine. <br />Permit Revision 07 Review Process <br />The Division received the PR -07 application from Blue Mountain Energy, Inc. (BME) on 14 <br />February 2011. The submittal included an application form for a permit revision, a proposed <br />public notice, and proposed permit pages and maps. BME is requesting to add parcels of <br />previously unleased Federal coal to several proposed longwall panels in the B -Seam. A <br />modification to Coal Lease C -8425 was obtained to accommodate the revised mine plan. <br />The PR -07 application was deemed complete on 21 January 2009. Public Notices were <br />published in the Rio Blanco Herald Times for four consecutive weeks beginning on 17 March <br />2011 and ending on 7 April 2011. Copies of the application were filed with the Town Clerk's <br />Office at the Rangely Town Hall, and the Denver office of the Division. Comment letters were <br />received from the Colorado Division of Water Resources (18 March 2011) and the Colorado <br />Historic Society (7 March 2011). These letters reiterated conditions that are currently placed on <br />the permit and, and they had no additional comments. <br />The Division sent four preliminary adequacy review comments to BME on 21 April 2011. BME <br />submitted preliminary adequacy responses on 27 May 2011, which adequately addressed all of <br />the Division's review questions. <br />Notice of Violations <br />No violations were written from the period of the approval of Permit Renewal 05 until the <br />present approval of Permit Revision 07. <br />Location of Permit Area <br />Description of the Environment <br />The Deserado Mine is located in Rio Blanco County, Colorado on lands within: <br />Deserado Mine Permit Revision 07 <br />C- 1981 -018 16 29 June 2011 <br />
