Disturbed area drainage east of the coal silos was reviewed as shown on Approved Map 13A, <br /> Sediment and Surface Water Control, Silo Area (3/25/2011). Culverts C-46, C-47, C-58, and <br /> C-55 do not appear to be necessary as they were associated with the batch weigh loadout <br /> facility which was removed many years ago. Culvert C-59, which connects ditch D-24C and D- <br /> 24 is required with the construction activities now underway associated with the Bates Portal <br /> construction. <br /> Pond 7 was full but has not been discharged due to water quality resident in the pond. All other <br /> containments, including Pond 4, were found dry. Pond 001, the mine water pond held only a <br /> very small amount of water. Fencing and final reclamation around the pond is nearly complete. <br /> Topsoil <br /> The operator began topsoil and <br /> subsoil stripping operations on <br /> the Bates Portal construction <br /> on June 21, 2011(yellow arrow <br /> at left). The operator should <br /> ensure that topsoil and subsoil <br /> is stripped, segregated, and <br /> stored as permitted and as <br /> required under Rule 4.06. The <br /> operator should also ensure - <br /> that alternative sediment f� <br /> control measures are sufficient <br /> at topsoil storage area No. 2 yr ' <br /> west of the RDA conveyor, — <br /> north of the River, and south of <br /> Highway 12 prior to storing <br /> topsoil at that location. Plans <br /> approved as part of TR-55 <br /> include berms and silt fence at <br /> downgradient locations. <br /> 4 <br />
