OBSERVATIONS <br />PERMIT #: M- 1980 -013 <br />INSPECTOR'S INITIALS: DB2 <br />INSPECTION DATE: 28 June 2011 <br />This inspection was conducted by David Bird of DRMS as a result of a release request filed by the operator, <br />Park County Road & Bridge, on 12 May 2011. The Operator did not attend the inspection. The site is located <br />about 12 miles east - southeast of Fairplay alongside County Road 15. Access is either from Hwy 285 near <br />Como travelling southeast on County Road 15 to the site, or north on County Road 15 from U.S. Hwy 24. The <br />commodity of interest is sand and gravel. The total permit area is 9.9 acres, and the post- mining land use is <br />described as rangeland. No bond is held as the operator is a government entity. <br />The site is not ready for release. Revegetation has not been established to the standards required under §34- <br />32.5-116(4)(f) C.R.S. and Construction Materials Rule 3.1.10(1), which state "In those areas where <br />revegetation is part of the reclamation plan, land shall be revegetated in such a way as to establish a diverse, <br />effective, and long- lasting vegetative cover that is capable of self- regeneration without continued dependence <br />on irrigation, soil amendments or fertilizer, and is at least equal in extent of cover to the natural vegetation of <br />the surrounding area." <br />The inadequate revegetation has resulted in erosional instability and sediment transport with formation of <br />erosional rills as demonstrated on the.attached photographs. This condition is a problem that must be <br />addressed as soon as growing conditions allow, and has been cited as such on page 1 of this report. Failure to <br />establish a vegetative cover in accordance with the standards of §34- 32.5- 116(4)(f) C.R.S. and Construction <br />Materials Rule 3.1.10(1), and to repair the existing erosional damage, within one year of the date of this <br />inspection may result in the Division elevating this problem to the level of "Possible Violation" and pursuit of <br />enforcement actions before the Mined Land Reclamation Board. <br />Page 2 of 7 <br />
