9. Permit pages 2.05 -17 and 2.05 -18 contain a discussion of Haul Road A. These pages do <br />not flow properly. Page 2.05 -17 ends with a completed paragraph and page 2.05 -18 <br />begins in the middle of a sentence, starting "54 tons, will be used to transport coal." <br />Please review the text on page 2.05 -17 and 2.05 -18 and correct as necessary. <br />10. Permit page 2.05 -20 discusses topsoil replacement on the site and references Tables 58- <br />62, which are topsoil replacement tables. There are no dates listed in the footer for when <br />these tables were created but, given the reclamation performed at the site in 2008 and <br />2009, the topsoil replacement volumes listed are probably not accurate. Please review <br />topsoil replacement Tables 58 -62 and update the topsoil replacement volumes as <br />necessary to reflect the reclamation that was completed at the Williams Fork Mines <br />in 2008 and 2009. <br />11. Permit Page 2.05 -21 discusses the No. 9 Portal Waste Disposal Site. This section <br />contains information regarding the construction and operation of the No. 9 mine refuse <br />pile. The No. 9 Mine refuse pile was reclaimed in 2009. Please update the discussion <br />of the No. 9 Mine refuse pile, starting on permit page 2.05 -21, to reflect the <br />completed reclamation. Please leave the information regarding construction and <br />operation in the narrative for historical purposes. <br />Rule 2.05.4 — Reclamation Plan <br />12. MCM has completed some reclamation activities in 2008, 2009 and 2010, including the <br />demolition of numerous structures, the reclamation of the No. 9 Mine Portals refuse pile <br />and the removal of waste oil from the multiple Services Building. Since the site has <br />remained inactive for the past 16 years, the Division believes that final reclamation of the <br />site should be completed. Pursuant to Rule 2.05.4(2)(a), please provide the Division with <br />a permit revision to the permit that includes a "detailed timetable for the completion of <br />each major step in the reclamation plan" and a revised reclamation plan that addresses the <br />major steps of the plan in detail. In addition to the timing of the reclamation, the permit <br />revision should include details of each step of the reclamation process. The plan should <br />include, at a minimum, the following items. <br />a. A detailed list of the structures that will be demolished, including a plan for the <br />disposal of the demolition debris. If the currently permitted solid waste disposal <br />area will be used for demolition debris, MCM will need to provide an analysis of <br />the remaining volume in the disposal area and the projected volume of the <br />demolition debris. <br />b. A detailed plan for the demolition of the coal silo. This plan will need to address <br />measures that will be taken to protect the Williams Fork AVF and the Williams <br />Fork River. <br />c. A detailed plan for the demolition of the conveyor that is spanning the Williams <br />Fork River and Colorado Highway 13. This plan will need to insure the <br />protection of both the river and highway during demolition and will need to <br />include all necessary permits from the appropriate government agency (for <br />Williams Fork Mines C- 1981 -044 <br />2011 Midterm Review (MT -06) -8- 28 June 2011 <br />
