Previous limited surface <br />mining activity is now abandoned and currently undergoing reclamation. Refer to Section 2.05.4 Reclamation Plan <br />for reclamation details. <br />Coal Handline Structures <br />A detailed discussion of the coal handling structures utilized at EC has been discussed previously in the Facilities <br />portion of this Section. <br />Coal Processine Waste and Non-Coal Processine Waste <br />All non-coal processing waste are to be disposed at the Moffat County landfill except sludge from the sandtraps and <br />bottom of EC's oiUwater separators. This material, which is largely dirt and refuse cleaned off mining vehicles and <br />shop floors will be tested for RCRA characteristics to assure it is no[ hazardous waste and then disposed of on the <br />approved refuse piles. Test results will be kept on file at EC. The material will be spread out and compacted at the <br />waste disposal sites with the underground development waste. It is estimated that EC produces between 10 and 40 <br />yds. Per month of this material when in full production. <br />Underground Development Waste <br />EC produces underground development waste from two sources: rock ramps or boreholes between seams and coarse <br />reject from run of mine coal. EC both stores development waste underground in compliance with MSHA regulations <br />and ships material to the surface for disposal at approved waste disposal sites maintained in compliance with MSHA <br />and CDMG regulations. Rock slope material is transported to the surface on conveyors. <br />Although EC does not have a preparation plant, coarse reject waste rock is physically separated from the run of mine <br />coal at the SA Yard rock diversion chute or rotary breaker located at the screening and sizing building. <br />Currently, EC has two approved waste disposal sites. These sites are shown on the Structures and Renewable <br />Resources Map (Map 25). When operational constraints restrict immediate transfer of waste to the permanent <br />disposal sites it will be temporarily stored in the SA Yard at the locations shown on Map 26. A maximum of 3,000 <br />cubic yards will be stored in the 5 A Yard. This material will then be transferred from the temporary storage areas to <br />the permanent disposal sites within 60 days. Problems resulting in additional time and storage volume will be <br />requested on an individual occurrence basis. <br />Permit Revision 04-34 2.05-20 Revised 7/2/04 <br />
