It was <br />planned for all development waste and course reject from the mine operation to be hauled and disposed at this site. <br />The engineering group of CTL-Thompson, Inc. conducted the geotechnical evaluation of the disposal site. This <br />geotechnical evaluation is presented in Exhibit 21, Waste Disposal site. Additional information concerning the <br />construction characteristics of the disposal area are included in the exhibit. However, since the original design and <br />construction of this site was completed, the No. 9 mine site disposal area was permitted and is being used as the <br />primary disposal site. <br />Historically, RAG Empire produces an estimated 20,000 cubic yards of waste material per 1,000,000 tons of coal <br />mined. The original waste disposal area and the new No. 9 Mine site will have capacities of 1,000,000 cubic yards <br />and 200,000 cubic yards respectively for refuse. Approximately 60,000 cubic yards of material from the H seam <br />ramps may be placed in the waste disposal area. The combined capacities represent the refuse from the production <br />of 60,000,000 tons of coal. This capacity will be sufficient for the next 15 to 20 years of mining. Presently, the No. <br />9 Mine site is almost completed and future refuse will be placed here prior to using the original waste disposal area. <br />MAIN HAULROAD <br />Since there are no surface mining activities associated with the Eagle mines, coal is transported from the property <br />primarily by rail; the main haul road is no longer used for haulage of coal in off-road haul trucks. Waste material as <br />well as coarse reject is hauled over the main haul road to the waste disposal site, and highway legal trucks use the <br />main road to access Highway 13. <br />HAULAGE AND ACCESS ROADS <br />The location and classification of all roads used at RAG EC mine site are shown on the Roads Map (Map 27). RAG <br />EC, in agreement with Moffat County has taken responsibility for these roads. Included in Exhibit 17, Road <br />Certification, is correspondence which identifies the roads which have been vacated to RAG EC. <br />The performance standards of Section 4.03 for the various roads at the Eagle mine complex are met by the following: <br />• County roads, maintained by RAG Empire, and all other roads are subject to the BACT requirements of RAG <br />Empire's Air Quality Permit. <br />• Roads to be reclaimed are subject to the post-mining land use requirements as set forth in this permit. <br />• All roads are designed and maintained to ensure the safety of the public through proper grades, cuts, fills, and <br />so on. <br />Permit Renewal RN08-05 2.05-16 01/15/09
