Roy Karo of <br /> Seneca Coal Company was contacted at the commencement of the inspection,but was not available during the site <br /> inspection. Weather conditions during the inspection were warm, sunny and dry. Reclamation work was <br /> underway on the Mine Entrance Haul Road and Haul Road A. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> []Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br /> 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br /> 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18 <br /> and ROADS—Rule 4.03 <br /> ❑Construction 4.03.1(3)/4.03.2(3) <br /> ❑Drainage 4.03.1(4)/4.03.2(4) <br /> ❑Surfacing and Maintenance4.03.1(5)and(6)/4.03.2(5)and(6) <br /> ❑Reclamation 4.03.1(7)/4.03.2(7): <br /> The operator had finished removing all of the Mine Entrance Haul Road slide material from the 006 Gulch <br /> channel,as required in Step 1 to abate NOV CV 2011-001, and had placed rip rap(Step 3 of the abatement)along <br /> an approximately 200' long stretch where the channel had been regraded. The rip rap has been placed as designed <br /> in the TR75 submittal,which has yet to be approved, as immediate armoring of the channel was necessary to <br /> prevent further erosion and siltation offsite. Should there be any required changes to the plan proposed in TR75, <br /> the operator will make any necessary adjustments on the ground. The operator also installed a French drain to <br /> move groundwater out of the slide area and directly into 006 Gulch. The drain appeared to be working as <br /> designed, as the fill area was dry and water was flowing from the drain. <br /> The operator also installed a French drain to carry a seep from the north side of the MEHR under the road and into <br /> 006 Gulch. The drain originates about 100' up(ESE)the road from the Pond 006 embankment and crosses over to <br /> the south side just below the Pond 006 embankment.
