June 20, 2011 <br />Both Outfalls 004 and 007 were discharging. Effluent was clear. Ponds were in good condition, though <br />the east side of the Moffat Pond has a concentration of Perennial pepperweed, Houndstongue and Canada thistle. <br />The operator needs to continue to implement the weed control plan in this area. The repairs conducted in the Fall <br />of 2010, to the outfall structure of the Moffat Pond were performing effectively with no sign of seepage, or cutting <br />around the pipe. <br />ROADS — Rule 4.03 ❑ ❑ Construction 4.03.1(3)/4.03.2(3) ❑ ❑ Drainage 4.03.1(4)/4.03.2(4) ❑ ❑ Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)0 ❑ Reclamation 4.03.1(7)/4.03.2(7): <br />Permanent roads throughout the property held up well to the winter runoff with the exception of a stretch <br />of access road immediately to the south of the "y" to the Moffat pond access road. There is approximately 60 yard <br />length of rilling on this piece of road. There is currently no blockage of the east roadside ditch, and the ditch <br />appears to be functional. It appears that there may have been an ice dam or snowdrift that impeded the runoff for a <br />period of time this Spring. No repair is needed for the ditch, however this portion of the access road is very rough <br />and rilled approximately 4 -5 inches deep. Vehicle traffic is still capable of passing over this damage. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />A follow up inspection for SL11, final Phase III Bond Release is scheduled for June 21, 2011. <br />Notifications of landowners and appropriate parties have been conducted. The Division will evaluate reclamation <br />success items during the June 21, 2011 inspection. <br />REVEGETATION — Rule 4.15 ❑ ❑ Vegetative Cover; Timing: <br />The late wet spring has resulted in a very lush vegetative growth this spring. There are occasional patches <br />of white top visible in limited areas of the reclamation. Some Houndstongue and sporadic Canada thistle were <br />noted within the reclamation. None of the areas where Canada thistle was observed, with the exception of the east <br />side of Moffat Pond would be defined as an infestation as defined in the DRMS Noxious weed guidelines. One <br />concentrated patch of Houndstongue was noted on the slope NE of the Moffat pond.
