Box 3609 <br />Grand Junction, CO 81505 <br />Re: Craig Ranch Pit, Permit No. M- 1986 -002, 110c to 112c Conversion Construction Materials <br />Reclamation Permit Application Package, Preliminary Adequacy Review. <br />Dear Mr. Kearl: <br />The Division of Reclamation, Mining and Safety has begun the review process for the above referenced <br />110c to 112c Conversion application. The application appears to be a straight forward request to convert <br />a 110c permit to a 112c permit. A review of the application has revealed a few clarifications and issues <br />that need to be addressed. <br />Office of <br />Mined Land Reclamation <br />1) In the General Mining Plan it states "An access road will be either constructed within the <br />permit area or immediately adjacent to and depending on CDOT's evaluation connect <br />HWY 141 to the facilities area." Per Rule 1.1(3), access roads solely to support a mining <br />operation are to be included in the affected acreage. Please clarify whether or United <br />intends to construct an access road outside of the proposed permit boundary, if this is the <br />case and application amendment will be necessary. <br />2) Please provide an estimated volume of topsoil to be stored in Mining Area 1. <br />3) Please describe the proposed method of water transport from McCurter's Lake 2b to <br />transfer water to the Craig Ranch Pit. Specifically what structures will be necessary to <br />construct the proposed conveyance method? <br />4) Exhibit D, Page D -5 states "When wash ponds are cleaned the waste fines will be <br />stockpiled and stabilized within Mining Area 1 or placed in areas ready for reclamation." <br />Please indicate where in Mining Area 1 the waste fines will be stockpiled and provide a <br />revised Map C -2 that clearly displays where the waste fines will be stockpiled. <br />5) In the Reclamation Plan under Item 2, Topsoil Replacement, it is stated that "Concentrating <br />the topsoil to produce 6 -12 inches over 40.71 acres on the topsoil islands and pit floor will <br />allow portions of the land to have good vegetation while the remainder will be sandstone." <br />Please clarify whether the topsoil depth alone is to be 6 -12" or if 6 -12" of topsoil is to be <br />placed on waste crusher fine islands and specify the depth of the waste crusher fine islands <br />proposed prior to topsoil placement. <br />Denver • Grand Junction • Durango <br />STATE OF COLORADO <br />RSCSO <br />ti. 20 <br />�lv ;ivn of ;eclarnatI0n, <br />Wning and Seclet`I <br />COLORADO <br />D I V I S I O N O F <br />RECLAMATION <br />MINING <br />SAFETY <br />John W.
