Corey Heaps
CAM Colorado LLC
June 21, 2011 Page 12
Map 02, "Surface Ownership ", does not show sufficient aerial extent to the west and
north. Please revised Map 02 to show all relevant surface water users.
CAM Response: Map -02 has been revised to show a greater aerial extent to the West and
North of the Loadout property. Pages 2.03 -4 & 5 have been revised with land ownership
information. Page 2.03 -6 has been revised due to page numbering.
Division Response: Response accepted.
18. Referring to Map 08, "Hydrologic Monitoring Locations ", please explain why surface
water monitoring stations US -LD and DS -LD are Iocated as far upstream as they are. US-
LD is located about 3,000 feet upstream from the permit boundary and DS -LD is located
not even midway along the western edge of the permit boundary. The downstream Loma
Drain surface water sample location (DS -LD) is actually located upstream of all
disturbance areas proposed for the loadout.. Please clarify this or provide justification for
this site selection. It appears that a better site for downstream sampling on Loma Drain
would be further to the south where it exits the permit boundary similar to the site
selection for downstream Reed Wash (DS -RW).
CAM Response: An additional monitoring point, Lower Downstream Loma Drain (LDS)
has been added, and is included in Exhibit 3. Map -08 has been revised and shows new
monitoring point LDS. The US -LD is a convenient monitoring point along County Road
13.5. Loma Drain flows through a culvert at this location so flows can be determined.
Land ownership is an issue in this area. The Applicant does not have any right of entry
between the upstream Loma drain monitoring point and the permit boundary which is a
distance of about 0.6 miles along the stream channel.
Division Response: Response accepted.
19. Referring to Map 08, "Hydrologic Monitoring Locations ", please explain why surface
water monitoring station DS -CR is Iocated where it might be influenced by the adjacent
gravel pits and by the flow from the upriver Grand Valley Canal.
CAM Response: The DS -CR point was chosen because it is below the Loadout
operations, and access is readily available via the Loma boat ramp. It is unknown which
gravel pits the DRMS is referring to, but if it is the Gravel pit shown north of DS -CR,
that is a dry pit approximately 80' above the monitoring point. If DRMS is referring to
the Gravel pit East of the Loadout operation, that pit will affect downstream results
regardless of where a monitoring point is chosen.
In regard to potential impacts from the Grand Valley Canal, the person who performs the
monitoring will indicate when the Canal is flowing.
