In the submittal <br />dated April 11, 2011, CAM updated the water monitoring data in Appendix 3 to include <br />monitoring results for all four quarters of 2010. Since the Lower Downstream Loma <br />Drain surface water station was recently added, only one quarter of data has been <br />provided. Additional baseline sampling results will need to be submitted for this <br />station. <br />14. Under Rule 2.04.7(2)(a) on permit text page 2.04 -18, please expand on the discussion of <br />the Colorado River, including how the river might affect or be affected by the loadout <br />disturbances. <br />CAM Response: Please see revised pages 2.04 -18, 19 and 20. <br />Division Response: Response accepted. <br />15. Under Rule 2.04.7(2)(b), please add the flow data to surface water monitoring station DS- <br />CR in Exhibit 3 of Volume I. <br />CAM Response: Flow data has been added to DS -CR in Exhibit 3 for all four quarters. <br />Division Response: Response accepted. <br />15a. On page 2.05 -59 of the April 11, 2011 submittal, the first sentence states that the <br />Colorado River will not be monitored. Please correct this statement since the river is <br />part of the water monitoring program. <br />16. Due to its proximity to the Colorado River, please describe in Section 2.04.7 what the <br />historical record is for flooding or having an elevated ground water table in the permit <br />area. <br />CAM Response: As stated in section 2.04.7, "it is unlikely that the ground water beneath <br />the proposed loadout facility is directly related to the Colorado River "; it is not likely that <br />flooding of the River will substantially raise the level of the groundwater. The <br />groundwater elevation is more likely to be affected by upland irrigation users, or a large <br />precipitation event. In addition, the mapped FEMA floodplain elevation is over 800 feet <br />south of the permit boundary as discussed on page 2.04 -18. Historic Colorado River <br />flooding information is added to 2.04.7(2)(i), page 2.04 -19. <br />Division Response: Response accepted. <br />17. In Section 2.04.7(4)(b) of page 2.04 -26, it is stated that the current surface water users are <br />the landowners who irrigate the land west of Loma Drain and north of State Highway 6 & <br />50. However, there does not appear to be a map that shows who these landowners are. <br />
