Skies were clear, and the <br />temperature was approximately 90 F with a stiff breeze. <br />The inspection began with a review of the mine's records, which are stored at the nearby Broad <br />Canyon Landfill office. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />• A completed DRMS Availability of Records Form is included with this report. <br />• There are a number of newer reports and documents that have not yet been deposited at the <br />records site. <br />• In addition, the Certificate of Liability Insurance had expired. (Honeywood provided a new <br />certificate on Monday, June 20, 2011.) <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• Ground conditions everywhere within the permit area were dry; there was no evidence of <br />recent precipitation. <br />• Inlet and outlet ends of all culvert pipes were clear. <br />• Pond B was dry, and the primary and emergency spillways were clear. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />• Sediment Pond A and the associated collection ditch to the west were graded, topsoiled and <br />seeded in late 2010. The reclaimed areas are stable, with no indication of erosion by wind or <br />water having occurred. No rills or gullies were observed. <br />• With the reclamation work, a portion of the fence protecting Topsoil Stockpile No. 2 was <br />removed.
