PERMIT #: M-1987-092 <br />INSPECTOR'S INITIALS: ECS <br />INSPECTION DATE: June 15, 2011 <br />CORRECTIVE ACTIONS: The operator shall replace the permit ID sign and conduct a survey and replace the <br />boundary markers in the correct location(s). The operator shall provide proof to the Division that this has been <br />done by the corrective action date. <br />CORRECTIVE ACTION DUE DATE: 8/31/11 <br />OBSERVATIONS <br />This was a routine site monitoring inspection conducted by DRMS at the B&G Stone Quarry site. This is a <br />110c sandstone quarry operation. The inspection was conducted by Eric Scott of CDRMS. The DRMS <br />representative met with permittee Jordan Burdick at the site at approximately 1330. There is an identification <br />sign was present near the entrance to the "lower pit" area; however, the operation name should read "B&G <br />Stone" according to the DRMS permit (not "Rocky Top Stone"). The sign will need to be modified to have the <br />correct operation name by the corrective action date listed above. <br />A total of 9.9 acres are currently permitted at this site, however the boundaries were not marked. Although <br />there is likely less than 9.9 acres disturbed, it is not possible to determine at this time if there have been any <br />boundary violations. The permit boundaries will need to be re-surveyed and properly marked and a new map <br />showing the permit boundaries in relation to the disturbed areas will need to be submitted to DRMS by the <br />corrective action date listed above. More easily observed permanent permit markers are highly recommended <br />to help prevent future boundary violations. <br />The current bond amount for this site is $14,170 which would be insufficient for the State to reclaim the <br />disturbed areas at this point. Mr. Burdick stated that the "lower pit" was no longer being mined and was ready <br />to be reclaimed at this time. DRMS recommends reclaiming this area as soon as possible to reduce the amount <br />of bond required for the site. If adequate reclamation is not performed by the corrective action date listed above <br />so that the existing bond is again sufficient, the Division will be required to send a separate surety increase <br />notice to the operator regarding the increase of the financial warranty. The operator will have 60 days from the <br />date on the surety increase notice to post the additional financial warranty. <br />An area of impounded surface runoff/groundwater was noted in the "upper pit" area. State Engineers' Office <br />(SEO) regulations state that surface drainage cannot be impounded for longer than 72 hours unless the <br />appropriate water rights have been approved by the SEO. Therefore the operator will need to either secure SEO <br />approval to impound and retain runoff on site, or pump out this water ASAP and insure that future runoff is not <br />retained for longer than 72 hours. <br />Weed control activities may also need to be conducted at the site to control cheatgrass, bindweed and any other <br />noxious weeds present. <br />Page 2 of 4 <br />
