Compliance With Mine Plan N - Support Facilities Not On-site <br /> R -Other N -Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Williams Fork Mines conducted by Jim Stark of the Colorado Division of <br /> Reclamation,Mining and Safety(Division). Brian Watterson of Moffat County Mining accompanied me on the <br /> inspection. The mine is currently not producing coal and is only performing monitoring,maintenance and limited <br /> reclamation activities. The Williams Fork River and the Yampa River were flowing very high. The fields on the <br /> west side of the mine(west of the facilities and loadout area)were flooded. The weather was warm and sunny and <br /> the ground was dry at the time of the inspection. <br /> BACKFILL and GRADING—Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br /> 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> -The backfilled#4 Mine portal area remains stable. There was no settling or cracking of the backfill noted. The <br /> area is well vegetated and stable and no erosional problems were noted during the inspection. <br /> -The backfilled solid waste disposal area remained stable. There was no settling noted in the backfill. This is the <br /> third growing season for the reclamation. There appears to be fewer weeds on the reclamation and more perennial <br /> grasses. <br /> -The reclaimed refuse pile(which is just north of the reclaimed solid waste disposal area)was stable and well <br /> vegetated. There was no settling, slumping or cracking noted in the backfill. This is the areas second growing <br /> season and more perennial grasses are beginning to grow. <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> -The portal discharge ponds, 5-P5, 5-P6 and 5-P7,were almost dry. The pump has been down since the beginning <br /> of the year. Brain said that the new pump would probably be installed in the next week or so.
