June 9,2011 C-1981-018/Deserado Mine JRS <br /> HYDROLOGIC BALANCE(cont.) -Pond RP-5a contained water approximately three feet below the <br /> combination primary and emergency spillway and was not discharging at the time of the inspection. The pond <br /> embankment was well vegetated and stable and no erosional problems were noted. <br /> -Pond DP-1 contained water approximately two feet below the primary riser pipe and right below the weep hole <br /> and was not discharging at the time of the inspection. The emergency spillway is a riprapped, open channel, <br /> which appeared to be stable. The pond embankment was well vegetated and stable and no erosional problems <br /> were noted. <br /> -The fresh water lagoon on the White River was flooded at the time of the inspection due to the high runoff this <br /> year. The lagoon is still functional since BME has installed a new pumping system at the lagoon. <br /> GENERAL MINE PLAN COMPLANCE: <br /> -Currently BME is mining in approximately the last quarter of longwall panel LWB-11. They are mining from <br /> northwest to southeast. They are almost finished with the development work on the headgate for longwall panel <br /> LWB-12. When BME begins on the development work for the headgate for longwall panel LWB-13 there is a <br /> portion of this coal, in approximately the middle of the panel,which is currently not within the permit boundary. <br /> BME has submitted Permit Revision 07(PR-07)to include this area to the permit. The Division is currently <br /> reviewing BME's responses to the PR-07 preliminary adequacy letter. The mine plan information was taken from <br /> Map 120. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 Drainage Control; Surface <br /> Stabilization;Placement: <br /> -Refuse Pile RP-1 has been reclaimed. The pile was walked during the inspection. The pile was stable,with good <br /> vegetative cover and no erosional problems noted. While there are areas of the pile that have a lot of cheatgrass <br /> and tumble mustard,RP-1 also has a lot of perennial vegetation. The dominate species included crested <br /> wheatgrass and forage kosha. It does appear as if the forage kosha may be outcompeting(or at least competing <br /> with)the cheatgrass. <br /> -Refuse Pile RP-2/3/4 was well graded and compacted at the time of the inspection. There were no soft spots <br /> noted on the pile. The pile was dry and there was no water pooling on the surface of the pile. There was some <br /> minor rilling on the outslopes of the pile but BME dumps larger rock and material into these rills to keep them <br /> from getting larger and becoming a problem. <br /> -Refuse Pile RP-5a was also well graded and compacted at the time of the inspection. BME was spreading the <br /> stockpiled refuse on pile RP-5a(through a contractor)and appears to have completed approximately half of the <br /> stockpile. There was no water pooling on the pile at the time of the inspection. The perimeter ditches were well <br /> maintained and stable. <br /> ROADS—Rule 4.03 Construction 4.03.1(3)/4.03.2(3)Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5)and(6)Reclamation 4.03.1(7)/4.03.2(7): <br /> -The haul road to the refuse pile was well maintained and stable at the time of the inspection. BME was grading <br /> the road and removing large rocks that may have fallen out of the haul trucks. Several months ago BME increased <br /> the height of the berms along portions of the haul road.
