Compliance With Mine Plan N -Support Facilities Not On-site <br /> R -Other N -Special Categories Of Mining <br /> R -Processing Waste R -Topsoil <br /> COMMENTS <br /> This was a complete inspection of the Deserado Mine conducted by Jim Stark of the Colorado Division of <br /> Reclamation,Mining and Safety. Scott Wanstedt of Blue Mountain Energy accompanied me on the inspection. <br /> The mine was actively mining coal,hauling refuse to the refuse piles and shipping coal to the Deseret Station at <br /> the time of the inspection. The weather was warm and breezy and the ground was dry. <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> -The operator(through a contractor)was spreading the stockpiled refuse on refuse pile RP-5a. There was some <br /> dust from the pile, as it was a bit windy,but there was not a problem with fugitive dust at the time of the <br /> inspection. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> -All of the necessary records were available in Scott Wanstedt's office at the site. Please see the Availability of <br /> Records form at the end of this inspection for more details. <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13;Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> -Pond RP-1 was dry at the time of the inspection. The pond embankment was well vegetated and stable and no <br /> erosional problems were noted. <br /> -Pond RP-2/3 contained water approximately four feet below the top of the riser pipe and was not discharging at <br /> the time of the inspection. The east presettling cell was almost dry. The west presettling cell contained water to <br /> almost the top of its embankment but was not flowing into the main body of the pond. The pond embankment was <br /> well vegetated and stable and no erosional problems were noted. <br /> -Pond RP-4 contained water approximately two feet below the riser pipe and was not discharging at the time of <br /> the inspection.
