COMMENTS
This was a complete inspection of the Deserado Mine conducted by Jim Stark of the Colorado Division of
Reclamation,Mining and Safety. Scott Wanstedt of Blue Mountain Energy accompanied me on the inspection.
The mine was actively mining coal,hauling refuse to the refuse piles and shipping coal to the Deseret Station at
the time of the inspection. The weather was warm and breezy and the ground was dry.
AIR RESOURCE PROTECTION—Rule 4.17:
-The operator(through a contractor)was spreading the stockpiled refuse on refuse pile RP-5a. There was some
dust from the pile, as it was a bit windy,but there was not a problem with fugitive dust at the time of the
inspection.
AVAILABILITY OF RECORDS—Rule 5.02.4(1):
-All of the necessary records were available in Scott Wanstedt's office at the site. Please see the Availability of
Records form at the end of this inspection for more details.
HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,
4.05.6; Discharge Structures 4.05.7,4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water
Monitoring 4.05.13; Surface Water Monitoring 4.05.13;Drainage—Acid and Toxic Materials 4.05.8;

-Pond RP-1 was dry at the time of the inspection. The pond embankment was well vegetated and stable and no
erosional problems were noted.
-Pond RP-2/3 contained water approximately four feet below the top of the riser pipe and was not discharging at
the time of the inspection. The east presettling cell was almost dry. The west presettling cell contained water to
almost the top of its embankment but was not flowing into the main body of the pond. The pond embankment was
well vegetated and stable and no erosional problems were noted.
-Pond RP-4 contained water approximately two feet below the riser pipe and was not discharging at the time of
the inspection. The pond embankment was well vegetated and stable and no erosional problems were noted.
