June 6,2011 C-1994-082/Yoast Mine SLB <br /> Water was observed in Stock Tank T-1,but it was not flowing out of the spillway. <br /> Downcutting was observed,and maintenance necessary, in the upper portion of YPM 11,near culvert YB6 <br /> (through Light Use Road LU2),up about 40 feet from the culvert inlet. Rills and gullies were observed in around <br /> the 2003 shrub plot located at the top of YPM-9- YPM-9 and YPM-13 were badly eroded and will need to be <br /> repaired; downcutting in YPM-13 was up to 42"deep in places. <br /> Channel YPM 1-1,the lower end of YPM 11 near Topsoil Stockpile I,YPM 21, and YPM-22 were all in excellent <br /> condition. The majority of the drainages had functioned well during runoff. <br /> ROADS—Rule 4.03 1111 Construction 4.03.1(3)/4.03.2(3)❑❑Drainage 4.03.1(4)/4.03.2(4)❑❑Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5) and(6)❑❑Reclamation 4.03.1(7)/4.03.2(7): <br /> Downcutting was observed on the inlet side of culvert YA6;this should be repaired when the operator <br /> repairs the outlet side to abate NOV CV2011002. The downdrain between YA6 and YA7 was also eroding and <br /> should be repaired. Culvert YB3 was nearly plugged and should be cleaned out as soon as possible. <br /> REVEGETATION—Rule 4.15❑❑Vegetative Cover;Timing: <br /> The majority of the vegetation is in excellent condition; observations included Great Basin wildrye,two <br /> types of fescue,wheatgrasses,alfalfa, sage. Arrowleaf balsamroot,yarrow,phlox, larkspur,pennycress, and <br /> lupine were all in bloom. <br /> Thistle,houndstongue, and whitetop were observed in several areas within the permit boundary. Thistle was <br /> observed in the area along the Haul Road A road ditch that drains toward YA-6(where straw wattles have been <br /> placed); below,in, and above the shrub plot at the base of the North Pit area(plot established in 2010 that slid this <br /> spring); in the area near YPM 11 and LU2; around YPM 13,Pond 11 A,and Pond 011; along the eastern side of the <br /> large bare patch in the North Pit. Whitetop was present in patches between culverts YA6 and YA7; at the outfall <br /> of Pond 010; on the west inslope of Pond 010; on the Pond 010 embankment; on Topsoil Stockpile I;below, in, <br /> and above the shrub plot at the base of the North Pit area(plot established in 2010 that slid this spring);just <br /> downslope of the easternmost undisturbed patch immediately downslope of the former location of Topsoil <br /> Stockpile E. Houndstongue was present around YPM013,Pond I IA,and Pond 011. <br /> There is a large bare area in the North Pit reclamation at the former location of Topsoil Stockpile D. The operator <br /> indicated that this area was reseeded last fall. Observations during the inspection indicate that the reseeding effort <br /> failed; there was less than 5%cover,and it appeared that nothing had germinated. The soil was quite dry. The <br /> operator should consider testing this soil to determine why revegetation efforts are failing. The east side of this <br /> patch was very weedy. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> No additional movement was observed to have occurred in the Pond 012 area slides.
