For example, for a 30' mining face, as the mining face approaches 150' distant of <br />any permit boundary (50' set back + 100' horizontal run), one half of the material <br />available at the mining face will be retained for backfilling of the pit face. <br />Backfilling of the mining face will proceed via excavator and bulldozer pushing <br />of one foot lifts of material with repeated bulldozer compaction between each lift <br />placement. At the completion of backfilling and grading to 3:1 slope, deep <br />ripping of the fill will be performed prior to overburden and/or growth media <br />placement. Mining face development may reflect up to 200' of face length prior <br />to backfilling and compaction cycles. <br />17. From the blasted muckpile, material will be pushed with the bulldozer in one foot <br />lifts or placed via excavator in one foot intervals followed by repeated bulldozer <br />passes for adequate compaction of backfilled materials. The broken rock will be <br />placed and compacted to create a final 3:1 slope followed by dozer ripping to 24" <br />along the contour before overburden(if available) and growth medium are applied. <br />18. Seifert Enterprises commits to maintaining a minimum 1% grade across the final <br />slope of the drainage swale. The Reclamation Map has been modified to reflect <br />this aspect of the pit floor. <br />19. The sediment control berm will be removed at the completion of mining <br />operations. <br />20. The Fremont/Custer County Noxious Weed Control Board has been contacted and <br />will perform a site inspection during the first two weeks of June, 2011. A <br />complete inventory of noxious weeds found on the site will be completed, as well <br />as a detailed plan including control measures to be used, monitoring plan <br />schedule, and post treatment monitoring plan to be employed. Seifert Enterprises <br />commits to inclusion of a Noxious Weed Control Program for the life of mine <br />operation. It is requested that permit approval regarding this issue be conditional <br />with a complete field and plan report expected within the next two weeks. <br />21. Pending review of the status of the access road at the end of mining with both the <br />owner of the access road property (IL Bailey) and the owner of surface rights to <br />the mining tract (Town of Silver Cliff), Seifert will either reclaim the access <br />roadway or leave as agreed upon by the land owners. If land owners agree to <br />have the road reclaimed, all surface and sub-base materials will be excavated to <br />no less than one foot below surface elevation and replaced with growth medium <br />to a depth of no less than 6" and up to 12". Prior to topsoil placement, the <br />roadbed footprint will be ripped with a bulldozer to a depth of no less than 24". <br />After soil placement, the growth medium will be graded to 3:1 and ripped to <br />depth of 12", followed by contour furrowing using a dozer ripper or corner bit of <br />dozer blade to leave a course surface for maximum surface water collection and
