be otherwise washed off the haul road and carried off site. The structure is not <br />intended to collect or store surface water that is not subject to immediate <br />percolation into surrounding soils. In reference to the comment made regarding <br />the course nature of the material stockpiled in the general area of the channel, this <br />rocky material will not be used for berm construction. Local soils will be <br />available for use and the footprint of disturbance from removal will be graded and <br />re-vegetated as well. <br />11. The storm catchment structures can be considered to be smaller scaled than the <br />sediment berm structure described above and will be employed to slow surface <br />flow velocities across the property during intense storm events. The storm <br />catchment structures will be smaller than the sediment berm, on the order of ten to <br />twelve feet across their "spillway" face no more than 12" of total depth of the <br />structure. The catchment structures are already in place but in need of repair and <br />improvement. Local soils from the immediate area of the existing structures will <br />be used. Pyramat fabric will be installed as described in paragraph 10 above to <br />armor the flow path of the structure. These structures will not "store" water for <br />more than a few hours after a major event, during which time any water retained <br />behind the low berm will percolate into the ground. The design of these <br />structures will be dictated by the height and width of the existing structures. <br />Work will be focused on repair and installation of armored flow path material to <br />facilitate low maintenance of the structures during the life of mine. In the event <br />that erosion of the catchment berm face is not effective, rip-rap systems will be <br />considered and a design for rip-rap installation will be submitted to the Division <br />as a technical revision to the site control plan. <br />12. The sediment control berm as described above will not impound water that will <br />not dissipate into neighboring soils within a few hours of accumulation. The <br />structure will not store water for enough duration to be subject to water <br />augmentation rules regarding evaporative loss. <br />13. Commodities to be mined are primarily road base materials and decorative rock <br />for landscaping purposes. Rip-rap rock of various sizings may be produced as an <br />incidental product. <br />Exhibit E-Reclamation Plan <br />14. Seifert Enterprises LLC commits to salvaging all growth media available at the <br />site prior to mining in order to spread at least 6" of growth median and up to 10" <br />of growth medium if available. <br />15. Overburden of any measurable quantity was not viewed at any of the numerous <br />test pits dug across the property. However, if overburden is encountered during <br />mining operations, Seifert Enterprises will commit to salvaging, stockpiling, and <br />eventually applying a minimum depth of 6" of overburden over ripped or <br />fractured bedrock prior to soil placement.
