Response to CN-01 Third Adequacy Issues - June 6, 2011 <br />Adequacy Issue #39 <br />Pursuant to Rule 6.4.21(10)(a), please provide design specifications certified by a licensed <br />professional engineer for all Environmental Protection Facilities intended to hold, convey, <br />contain, or transport designated chemicals, including process solutions and mill tailings <br />containing designated chemicals. Please ensure the certified designs address the redundant <br />containment measures required under Rule 6.4.21(7)(e). The requirements of Rules <br />6.4.2 1 (1 0)(a) and 6.4.21(7)(e) apply to the following structures and/or locations: <br />• Mill building <br />• Storage sheds, including Zircon or large shipping containers, in which designated <br />chemicals are stored or utilized <br />• Location of dewatering of tailings <br />• Pipelines for tailings and recycled process water <br />• Recycled process water storage tanks <br />• Tailings disposal and/or storage locations <br />• Sump or pit to contain leachate from stacked tailings <br />Response #39 <br />Wildcat Mining is submitting a revised Environmental Protection Plan to address the <br />requirements of Rules 6.4.21(10)(a) and (7)(e) See Attachment J Certified redundant <br />containment measures have been included for the following locations: <br />• Mill building; (Figure D-1-Mill Building) <br />• Storage sheds; (Figure D-1 and Base of Operations-Zircon Containers) <br />• Location of dewaterin2 of tailings; (Figure D-1 Filter Press/Recycled Water Storage <br />Tanks <br />• Pipelines for tailings and recycled process water; (Figure D-D <br />• Recycled process water storage tanks; <br />• Tailings disposal and/or storage locations (Figure D 1A) and, <br />• Sump or pit to contain leachate from stacked tails The sump or pit will be located <br />when the underground tailings disposal site is identified and surveyed <br />Adequacy Issue #40 <br />Please provide design specifications certified by a licensed professional engineer for all <br />Environmental Protection Facilities intended to capture and/or retain surface water run-off from <br />affected lands prior to its release from the mine-site into the natural water drainage system, as <br />required under Rule 6.4.21 (1 0)(a)(iii).
