in the S /2NE /4 of Section 23, T. 33 S., R. 68 W. Blasting operations <br />may be conducted daily between sunrise and sunset during the months <br />of and 2011. All roads leading into the blasting <br />area will be blocked at least 10 minutes prior to the blast by a manned <br />vehicle having radio contact with the blasting foreman to prevent the <br />entrance of livestock or unauthorized personnel to the blasting area. <br />The blast area will be cleared by the blasting foreman. The blast <br />warning is a one minute series of long horn sounds five minutes before <br />the blast signal. The blast signal is a short series of horn sounds one <br />minute before the shot. The all clear signal will be a prolonged horn <br />sound. Blasting will not be conducted at times different from those <br />announced in this notice except in emergency situations where rain, <br />lightning, or other atmospheric conditions or operator or public safety <br />concerns warrant unscheduled blasts. <br />The blasting notice will be revised as necessary to describe isolated <br />blasting events. <br />(a)(iv) An anticipated blast design, prepared and signed by a certified blaster <br />will be submitted to the Division for approval at least 30 days before a <br />blast, if blasting operations will be conducted within: <br />• 1,000 feet of any building used as a dwelling, public building, <br />school, church or community or institutional building outside the <br />permit area; or <br />• 500 feet of an active or abandoned underground mine. <br />The distance from the blast location to any building used as a dwelling, <br />school, church, community or institutional building is over 1,000 feet. <br />The nearest dwelling is located approximately one half mile from the <br />blast sites. <br />Blasting for the excavation of the Bates Portal will be within 500 feet of <br />an active or abandoned underground mine. <br />Seismograph(s) will be utilized at the Bates Portal to monitor peak <br />particle velocity. They will be placed near the structure to be monitored. <br />(a)(v) Rule 4.08.2 requires the applicant to provide written notification to all <br />residents or owners of dwellings or other structures located within one - <br />half mile of the permit area which explains how to request a pre -blast <br />survey. Such notice is to be given 30 days before initiation of blasting. <br />TR -57 Exh 26-4 04/11 <br />
