The grading on these slopes <br /> was done years ago and is not as rough a surface as was done with recent grading operations at other sites. <br /> However,the vegetative cover is still good.Thistle rosettes are forming at the reclaimed West Mine fan site and <br /> will need spraying soon. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> There are no slides on any of the backfilled and graded slopes at the East Mine,West Mine and the <br /> reclaimed run-of-mine coal stockpile area. In addition,the bench outslopes at the unit train loadout and the cut <br /> slopes at the partially reclaimed temporary highway coal stockpile area were stable. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> There are no support facilities left at the East Mine, except for the entrance gate,which was locked. All of <br /> the support facilities at the West Mine have been removed,except for the barbed wire entrance gate at the <br /> reclaimed fan site.The gate was open.There were no problems with the pump house at the well field and only the <br /> railroad track spur line remains at the partially reclaimed temporary highway coal stockpile area. <br /> The coal handling facilities have been removed from the unit train loadout area. The shop, substation, spur line, <br /> bridge and miscellaneous material remain. The loadout is being used to store mine equipment.There was a railcar <br /> and two small railroad work cars on the spur line at the east side of the loadout.The three chain link fence gates at <br /> the loadout remain as well.Two of the three gates were locked. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> Mine identification signs were up at the entrances to the East Mine,West Mine, well field, run-of-mine <br /> site,temporary highway coal stockpile area and on each of the three gates at the train loadout.Mine id signs were <br /> also up along Steven's Gulch road where the permit boundary crosses the public road. Surface disturbance <br /> markers were up around the disturbed areas at each of the mine sites.Finally,two subsidence warning signs were <br /> clearly posted along Steven's Gulch road where entries had been mined to connect the East Mine workings with <br /> the West Mine portals.The area is just east of the well field. <br /> TOPSOIL—Rule 4.0601❑Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> Almost all of the topsoil has been distributed over the reclaimed areas.There are only two small topsoil <br /> stockpiles remaining. The first is on the west side of the unit train loadout bench. The small stockpile was well <br /> vegetated and the topsoil sign was up on the pile.The other topsoil stockpile is at the entrance to bin wall ponds 3 <br /> and 4.
